WITHDRAWN PLANNING APPLICATIONS

08/04215/FUL - 26 Stall Street
This application is regularise the presence of antennae on the front of the building.  Although the documents describe them as "not readily noticeable", we disagree.  We think they are highly conspicuous.  On 8 January 2009 this application was withdrawn.  No reason was given, but it could be associated with the refusal to grant listed building consent.
08/03473/FUL - Gloucester Road
This application was for the construction of four blocks totalling 68 flats, on the site currently occupied by The Harvester.  It was withdrawn on 5th November 2008.
08/03454/CA - Gloucester Road
This application is for the demolition of the current buildings forming the former Harvester Restaurant to permit the construction of four blocks totalling 68 flats on the site.  It was withdrawn on 5th November 2008 and we were pleased to hear it.  As the existing buildings were only erected in 1990, this proposed premature demolition did not tick any of the sustainability boxes.
08/02030/CA - Westgate Buildings
This application was for the demolition of the existing extension prior to building an extension behind 11-12 Westgate Buildings.  This was withdrawn on 15th July following a House of Lords ruling that planning consent is not required for a partial demolition of an unlisted building in a conservation area.
08/01425/FUL - New Bond Street
This application is for Number 20 New Bond Street , the former Thomas Cook establishment, now taken over by Champneys, says it is for the installation of air conditioning condensers, although the drawings also show new partition walls and an existing doorway blocked up.  This application was withdrawn on 10 July 2008 after the Case Officer noticed that there was no accompanying Noise Assessment and wisely assumed that there would be a noise nuisance to neighbours unless the applicant could show otherwise.
08/01153/AR - Monmouth Street
This application was for an aluminium fascia and large vinyl window graphics in a Grade II listed building identified by English Heritage as having a group value with the adjoining buildings.  This scheme destroys the group value.  It was withdrawn, only to be replaced by another very similar application, just omitting the Aluminium fascia.  More details are on the Quick News page.
07/01044/LBA - Newark Works
This application is for listed building consent for partial demolition of the Grade II listed Newark Works in order to build the Dyson Academy. This planning application has been before the Development Control Committee which was "mindful to permit" and that decision will be passed to the Secretary of State because it is contrary to Government policy on flood risks. The committee opposes the changes to the listed building that are proposed.  The Secretary of State decided to call in the planning application for a Public Inquiry, and once the date of the Public Inquiry was notified, the applicants withdrew the planning application, informing the council that they had done so on 17 October 2008;  and the formal notice that the Inquiry was cancelled was received from the Planning Inspector on 27 October 2008.

08/00735/LBA - Belvoir Castle
This application is for listed building consent to convert the Belvoir Castle and its skittles alley into three dwellings. Watchdog objected strongly to this application. It was withdrawn on 14 April 2008.
08/00732/FUL - Belvoir Castle
This application was to convert the Belvoir Castle and its skittles alley into three dwellings. Watchdog objected strongly to this application. It was withdrawn on 16 April 2008.
08/00518/FUL - The Hollow
This application was to build 30 "social housing" properties near Bath City Farm. At first sight, the principle of additional housing seemed a good idea, but this is designated a visually important hillside and the design did not look compatible with that status. It was withdrawn on 30 April 2008.
08/00490/CA - Carr's Mill
This application was to demolish the current buildings on the old Carr's Mill site, around the current Avalon Garage.  There is an associated application 08/00485/FUL to rebuild after demolition. We did not oppose the demolition application but had concerns about the replacement, a view shared by the Planning Officer who rejected it. This demolition application remained extant for a while longer though, but on 24 June 2008, this application was withdrawn.
08/00386/LBA - Hampton Row
This application is for listed building consent for the renovation of Hampton Row, to complement the application for the construction work in 07/03825/FUL. The papers available from the Planning Office appeared to be incomplete, and the application was withdrawn on 4th April 2008.
07/03788/LBA - Kingsmead Square
This application is to improve the drainage from the guttering around the parapets, because in heavy rain conditions, the current arrangement allows rainwater to enter the building, causing water damage to the interior.  The solution is relatively inconspicuous, is proven elsewhere in the area, and is in keeping with the design and materials of the listed building. The application was withdrawn (without a published explanation) on 18th March 2008. Watchdog supported this application.
07/03748/FUL - High Street Twerton
This new construction application is to cover the new building to replace 105 High Street Twerton, after application 07/03747/CA was granted to demolish the existing building.  The building proposed was out of character with everything around it. This was a scrappy and ill-considered development, that had no redeeming features. On 12 March 2008, the applicants withdrew this planning application, following the advice from the case officer that it would be unlikely to secure planning permission.
07/03143/FUL - Stall Street
This application was to change the use of 43 Stall Street from shop to restaurant/cafe. It was was withdrawn by the applicant on 18th December 2007.
07/03006/FUL - St Georges Place
This application was for the demolition of the area around the now disused Smile Store in St George's Place on the Upper Bristol Road and the construction of a town house, 5 maisonettes and 8 apartments along with an office space. The design of the replacement buildings is appropriate for that area, but the loss of the retail use is unfortunate, and the committee recommended objections on that one point. The application was withdrawn on 20th December 2007, but so far, no confirmation from the Planning Office has been placed on the on-line record.
07/02550/FUL - Coronation Avenue
This application, rather misleadingly called 88 Coronation Avenue, is for a block of flats behind the former Moravian Chapel in Coronation Avenue.  The committee opposes this, considering it to be an inappropriate development, overpowering to the neighbours and too prominent because of the slope of the land, and completely out of keeping with its surroundings. The applicants requested that their planning application should be withdrawn on 17th January 2008, but no reason was given for that decision. The Planning Office formally withdrew it on 25th January 2008. We suspect that there was an insurmountable problem with the public footpath that runs through the site, but this is just a guess.
07/02512/LBA - York Street
This application is for Listed Building consent to convert the former Friends Meeting House in York Street into a restaurant, with service area in the basement.  The application was withdrawn on 4 April 2008.  The committee supported this application.

07/02198/FUL - Sydney Place
This application was for "Waterside Court" which is an alteration to the Bath Orthodontics building in Sydney Road (not the Lower Bristol Road Waterside Court which houses students), extending the practice space slightly and adding a dwelling above. This is a tricky one in that the building is not listed, but it is sited between two Grade II Listed Buildings, Cleveland House and Kennet House. The committee has examined current photographs of the location to compare them with the photomontage in the planning application and has decided that the setting of a number of listed buildings would be badly damaged by this development. On 30 October 2007, the applicants withdrew this application. Look at the Waterside Court page for details.
